Delfluent Services (DSBV) was established in 2003 by the water companies Evides and Veolia. From December 2012 Evides has become a 100% shareholder of Delfluent Services. Evides is an important and especially innovative player in the world of (waste) water treatment. That is our core business: the collection and treatment of waste water. This we do in the waste water treatment plants (WWTP) Houtrust in The Hague and Harnaschpolder in Den Hoorn, municipality of Midden-Delfland.
In the framework of the Public Private Partnership between the Delfland Water Board and Delfluent, Delfluent Servicesis responsible for the operational activities. For a period of 30 years she takes care of the operation and maintenance of the waste water treatment plants (WWTP) Houtrust in The Hagueand Harnaschpolder in Den Hoorn, municipality of Midden-Delfland and the accompanying transport system with 19 pumping stations.

Shareholder
Delfluent Serviceshas one shareholder, namely Evides Industriewater. Waterbedrijf Evides is the supplier of drinking and industrial water in the South-West of The Netherlands and has at its disposal a broad know-how of water treatment and distribution.
Evides Industriewater B.V.
Evides Industriewater BV is an important water partner for the industrial sector in north west Europe. This company is a subsidiary of Evides NV, the supplier of drinking water to 2.5 million customers in the Dutch province of Zeeland, the south-western part of South Holland and the Wal area in the province of Brabant. Evides has over 130 years experience with the treatment of water. Innovation, quality and reliability of supply are of paramount importance in this respect.
Evides Industriewater BV is an important water partner for the industrial sector in northwest Europe. This company is a subsidiary of Evides NV, the supplier of drinking water to 2.5 million customers in the Dutch province of Zeeland, the south-western part of South Holland and the Wal area in the province of Brabant. Evides has over 130 years experience with the treatment of water. Innovation, quality and reliability of supply are of paramount importance in this respect.
As the largest supplier of water services to the industrial sector in The Netherlands, Evides Industriewater is responsible for the production and supply of various water qualities, such as industrial water, demineralised water, distilled water and processing water. Evides Industriewater builds and finances water treatment plants on the basis of its own design and proven technology and enters into Design-Build-Finance-Operate (DBFO) agreements with customers.
Evides has considerable experience and expertise in the field of water treatment, including the purification of wastewater. Waste water treatment is an important link in the water chain management. Evides Industriewater owns and manages various household and industrial waste water treatment plants. Evides treats, for example, the waste water from various industrial estates and from Amsterdam Schiphol airport.
Our organisation
Delfluent Services
Both WWTP’s and the pumping stations are highly automated. This opens the opportunity to control the processes remotely and is a continuous presence of operators not required. In case of a proces failure outside normal working hours, the operator in charge will receive an alarm by telephone and can log on the system though an internet connection and take the necessary action.
Upon signing of the DBFO contract between the Delfland Water Board and Delfluent and the O&M contract between Delfluent and DSBV, 40 employees were transferred from the Delfland Water Board to DSBV without prejudice to their rights and without any discharges. At the moment DSBV has some 60 employees (50 Fte’s).

Quality management
One of the contractual obligations of Delfluent and Delfluent Services (DSBV) is the introduction of a Quality Management Systeem (ISO 9001), partly to give the Delfland Water Board the opportunity to apply their policy of remote governance and thus not getting involved with the day to day operational activities of DSBV. However, to what extent such system should be developed was not specified. In order to arrive at a system, satisfactoy for all concerned parties, the system was designed in close cooperation between the Delfland Water Board and DSBV.
By now DSBV has an ISO 9001, ISO 14001 and PAS 55 certified management system, comprising the following integrated management systems:
- energy management
- process data management
- environmental management
- quality management
- health & safety management
- asset management
The Process Data Management System is fully accessible for the Delfland Water Board. Apart from the fact that maintenance can be performed more efficiently and more effectively with the application of the Asset Management System, it also guarantees that the installations can be handed back at the end of the contract period to the Delfland Water Board in a good state of repair.
Environmental management
In the companies mission statement, the environment is one of the specified stakeholders. The company values focus among others on the continuous improvement of products and services for our stakeholders.
Compliance with this is aspired by integrating an Environmental Management System into the DSBV Quality Management System. This is also in line with the internal environmental management system of the company (BIM –Bedrijfs Intern Milieuzorgsysteem), laid down in the discharge permits of Harnascholder and Houtrust.
Part of the Environmental Management System is an Energy Control System. This Energy Control System is a direct result of the agreement between the Central Government and the Delfland Water Board (MJA3 -meerjarenafspraak) signed in 2008. DSBV has agreed to participate in this as well, however, considering the fact that the installations are mostly new, applying the data of 2008 instead of the nationally applied reference year 2005.
DSBV has committed itself to an effort driven obligation to reduce the energy use by 2% per year up to and including 2020, based on the data of 2008. Possibilities lie with the energy users (amongst others improvement of processes and equipment) and with the internal energy production (amongst others optimization of digesting process and the gas generators).
Asset management system
Asset Management plays a prominent role in the strategy and the policy of Delfluent Services. It is an essential part of the Public Private Partnership and is specified in the Operations & Maintenance contract. From the point of view of the philosophy of sustainability, asset management is a clever continuous process system for maintenance management of assets.
Instead of replacing broken-down, or worn-out parts on an ad hoc basis, we continuously check the maintenance status and the (remaining) quality of the installations. In this way we can take timely and well-founded decisions with regard to maintenance activities of all installations, through which we can minimize and control the risks for buildings, equipments, their environment and the people that work, live or stay there. At the same time, the installations will at all times be in a good state of repair.
At the end of the contract period, the installations will have to be handed back to the Delfland Water Board with the guarantee that the installations can function for at least five more years with the same performance, without requiring any major overhauls. Ten years before hand-back, an estimate is made of the possible financial consequences, necessary to bring the installations in the required hand-back condition. This will result in a final maintenance plan. As from that moment, yearly inspections will be held.
Each year, the Asset Management Plan is updated. The Asset Management Plan contains
- a strategic part with the strategic visions and targets
- a tactical part with the translating of the strategic part into concrete tactical targets and budgets
- an operational part with the worked out yearly operational Inspection & Maintenance plan.
